William built his discipline inside the armed forces, where accountability, documentation, and operational tempo are not slogans but standards. That grounding carries straight into federal contracting — the same instinct for clean ownership narratives, defensible timekeeping, and forward-leaning procurement discipline that a contracting officer expects from a set-aside partner.
The SBA Process, Run From the Inside
William did not hand Apex a SDVOSB strategy written from a textbook. He carried the designation through the SBA process himself — the ownership-and-control narrative, the documentation package, the status-change stewardship from application through award.
